How
to Obtain Accurate Estimates In a Real-Time Environment Using Full Function

This
presentation outlines the method used by, and the results of, a Nortel
Networks process improvement pilot to provide sufficiently accurate real-time
project development effort estimates early. Driven by feedback from software
development staff and managers, this pilot enhanced the IFPUG function
point counting practices method to more completely capture the scope of
real-time software development projects early.

SPIN is pleased to announce a presentation on Full Function Points by
Fred Bootsma.
Fred
Bootsma is registered by the Quality Assurance Institute as a Certified
Quality Analyst and has worked in a variety of software quality roles
over the last 10 years. He is registered as a Professional Engineer in
the Province of Ontario, Canada and, within Nortel Networks, is qualified
as a lead ISO 9001 internal auditor. Mr. Bootsma has Bachelor and Masters
degrees in Mechanical Engineering from the University of Toronto and a
Masters of Business Administration degree with a specialization in International
Finance from York University. Fred is a member of the International Function
Point Users Group (IFPUG) and, at one time, participated on the IFPUG
Education committee. Fred's 15-year career has equally spanned the aerospace,
railway and telecommunications industries. Today, Fred applies full function
point concepts to support the Development Practices & Metrics function
of Nortel Networks' Preside Integrated Management (PIM) organization in
Ottawa, Ontario, Canada. The research outlined in this paper was conducted
while Fred contributed to Nortel Networks International Public Carrier
Networks Technology (IPCNT) organization.
